| Adhering to industrial chain thinking to promote industrial upgrading, Xingan County has established and improved the chain leader system operation mechanism, perfected systems for tiered scheduling, rapid decision-making, closed-loop management, and listed supervision, coordinating key tasks such as industrial development, policy research, project construction, investment attraction, and chain strengthening from top-level design. Currently, the county has 615 suitcase and leather goods enterprises, including 58 large-scale enterprises, with an annual output of over 55 million bags and a cumulative total of 348 suitcase patents. |
| The county actively improved mechanisms for attracting and cultivating leading enterprises, exploring various methods such as "fund investment, financial products, talent introduction, leading cultivation, and attracting and supplementing enterprises" to support the gradient cultivation of leading enterprises. Established the Xingan Hongchuang Industrial Investment Fund; A total of 572 million yuan in "Caiyuan Credit Pass" loans and over 100 million yuan in "suitcase loan" loans were innovatively issued; 25 "Technology Vice Presidents" were introduced to enterprises, and the "Xingan luggage and Bag Craftsman" labor brand became one of Jiangxi's first batch and Ji'an's only "Gan-branded" specialty labor service brand. |

| Focusing on enterprise settlement and development, Xingan County continuously improves infrastructure, successively building three major carriers: the Chengdong Luggage Base, the Bopai Luggage Base, and the Hexi Modern Suitcase Industrial Park, covering a total area of over 1,600 mu, with more than 1.2 million square meters of standard factory buildings constructed. The park's water, electricity, roads, and other supporting elements are fully equipped, enabling enterprises to move in with their bags. |
